Salary Range (DOE): $21.64 – 31.73 hourly / $42,252 - $61,685 annually

Office of Clients’ Rights Advocacy (OCRA)
Disability Rights California has entered into a contract with the Department of Developmental Services (DDS), State of California, to provide advocacy services for clients of each of the twenty-one regional centers located statewide. That contract funds the Assistant Clients’ Rights Advocate (ACRA) position. We are a team of zealous advocates building a culture of teamwork, working for a world where all disabled people have power, are treated with dignity and respect, and make their own decisions.
The ACRA assists people with developmental disabilities who are regional center clients, including people who reside in state developmental centers and community facilities. The ACRA also provides clerical support to the office, which provides information, advice, and representation on a wide range of legal topics impacting people who receive regional center services. Examples are special education, Social Security, IHSS, healthcare and insurance, and living in the community.
The ACRA works under the direct supervision of the Clients’ Rights Advocate and in collaboration with other OCRA advocates and attorneys in their advocacy and outreach efforts.
This position is in a location convenient to the regional center and is eligible for a hybrid schedule working both remotely and in-office.
Essential functions are the job responsibilities an employee must be able to perform, with or without reasonable accommodation. ACRA essential functions include:
Assist Clients – 60%
- Provide initial response to new requests for assistance.
- Apply screening guidelines to identify problems and determine appropriateness of advocacy services.
- Provide information and referral to individuals who do not qualify for representation or services by the Clients’ Rights Advocate.
- Process requests for materials and publications.
- Participate in ongoing development of intake and referral guidelines and data collection procedures and techniques.
- Assist the Clients’ Rights Advocate in the interviewing of clients and other relevant people.
Support – 25%
- Generate intake files containing demographic data and basic information.
- Collect data and generate reports on open intake files and cases.
- Process case opening documents and opens case files for the office.
- Draft and finalize memos and other documents.
- Assemble evidence packets for the Clients’ Rights Advocate to use in administrative hearings.
- Prepare cases for timely closing.
Outreach / Training – 15%
- Develop and update community referral information.
- Assist in scheduling, organizing, and conducting training activities, and developing and producing educational materials.
- Assist in the development and implementation of an outreach plan, including targeted outreach to traditionally underserved communities.
- Strengthen and build relationships with local community-based organizations.
- Perform other duties as assigned.
Education and Experience
- High school diploma or general education degree (GED); plus 1-2 years related experience and/or training.
- Ability to read, write, interpret, and translate Spanish.
- Associate's (AA) degree in a related field or equivalent from two-year college or technical school OR Bachelor's (BA or BS) degree in a related field from four-year college OR equivalent combination of experience and/or training.
- Knowledge of legal and other resources throughout the state, which are potentially available to individuals with developmental disabilities.
- Contacts with disability organizations and/or within disability communities.
- Contacts with multi-ethnic organizations and/or within multi-ethnic communities.
- Experience working with and/or sensitivity to persons with disabilities and/or experience working with and/or sensitivity to persons from multi-ethnic communities.
- Life experience as a person with a disability OR direct experience as a caregiver of a family member with a disability.
Can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in his/her field of specialization. Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers quite possible without strain for either party. Can produce clear, detailed text on a wide range of subjects and explain a viewpoint on a topical issue giving the advantages and disadvantages of various options. Can write clear, detailed texts on a variety of subjects related to his/her field of interest, synthesizing, and evaluating information and arguments.
Occasional travel required: Ability to travel occasionally for activities such as out-of-town meetings, training, or outreach activities up to 10% of the time.
High speed internet connection is required to work for us.
The following describes general working conditions and requirements of the job, which the CRA can perform with or without disability-related reasonable accommodations. CRA performs duties in conjunction with the ACRA in a two-person office. Duties regularly require sitting using computer equipment and talking or hearing. Duties occasionally require periods of standing, stooping, kneeling, and crouching primarily related to filing and processing paperwork. CRA may lift and/or move filing boxes and other packages up to twenty-five pounds.
